Stocks higher on home prices, but markets eye Fed

The Dow and S&P 500 closed near the flatline on Tuesday, while techs climbed to boost the Nasdaq to a fresh 12-year high, as investors remained cautious ahead of the Federal Reserve's policy statement.

The Dow Jones Industrial Average closed just over one point lower, dragged by Verizon and AT&T.

The S&P 500 eked out a small gain, while the Nasdaq gained 17 points to hit a high of 3,616.47. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, traded above 13.

Among key S&P sectors, telecoms dragged, while techs held their gains.

Among techs, Facebook advanced more than 6 percent after the social-networking giant announced the launch of Facebook Mobile Games Publishing, a "pilot program to help small and medium-sized developers take their mobile games global." The stock has surged more than 45 percent so far this month and is trading close to its IPO price of $38 a share.

With quarterly results in from nearly 60 percent of the S&P 500 companies, 67 percent have beaten earnings expectations?in line with the average beat over the last four quarters. Meanwhile, about 55 percent of the companies have beaten revenue expectations, more than the 48 percent of revenue beats in the past four earnings seasons, according to the latest data from Thomson Reuters.

If all remaining companies report earnings in line with estimates, earnings will be up 4 percent from last year's second quarter.

But trading volume was muted again as investors looked ahead to the statement from Federal Reserve's policy-setting meeting on Tuesday and Wednesday. In addition, the first reading of second-quarter gross domestic product will be due Wednesday. And the closely-watched July employment report will be reported Friday.

The Fed is expected to maintain its accommodative monetary policy, but investors will be looking for hints on when the central bank might start scaling back on its monthly bond-buying program. In addition, markets will also be eager for hints for who may replace Ben Bernanke next year as the Fed's chairman.

"It's a pivotal time for Fed policy, and it would be advantageous to have someone at the helm who had already gone through the analytical process of getting comfortable with the last five years of policy, rather than coming in with a completely clean slate and trying to potentially reinvent it," said Ian Lyngen, senior Treasury strategist at CRT Capital.

On the economic front, single-family home prices rose 1 percent in May on a seasonally adjusted basis, according to the S&P/Case-Shiller composite index of 20 metropolitan areas. Economists polled by Reuters expected a gain of 1.5 percent. Meanwhile, consumer confidence slipped slightly to a reading of 80.3 in July from an upwardly revised 82.1 in June, according to the Conference Board. Economists surveyed by Reuters expected a reading of 81.1.

The Japanese yen weakened against the dollar to above the 98-level in early trade, leading the export-heavy Nikkei index to rally 1.5 percent. Meanwhile, South Korea's Kospi added 0.9 percent and the Shanghai Composite traded within sight of the 2,000 mark.

European shares rose after an upbeat German consumer confidence report. The Gfk research institute said its forward-looking consumer index hit its highest level since September 2007, thanks to an improving labor market and expectations for more robust economic growth.

H.R. 1513 would expand the boundaries of the Gettysburg National Military Park in Pennsylvania to include two nearby properties. CBO expects that the National Park Service (NPS), which administers the park, would accept the donation of a small parcel of land containing the newly refurbished Gettysburg Train Station and a 45-acre tract of land along Plum Run in Cumberland Township.

Based on information provided by NPS, CBO estimates that implementing H.R. 1513 would have no significant impact on the federal budget. Under the legislation, the additional properties could only be acquired through donations. We estimate that annual costs to operate and maintain the new properties would be minimal because the train station would continue to be operated by local or nonprofit organizations and the Plum Run acreage would be left undeveloped. Enacting H.R. 1513 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.

H.R. 1513 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal governments.

Zagat from Google launches for iPhone, discover cool nightlife and restaurants

While Google may taketh away with one hand, they giveth with the other, as is the case with the new Zagat application for iPhone. Zagat has been available on Android since late 2012, and provides a service to discover nightlife and restaurants in selected cities around the world. Picking up a little where the Google+ local app leaves a gap, Zagat's arrival on iOS means that at least a part of Google's local search services remains separate from their main bank of apps.

Zagat is a little more than just finding a restaurant on a map, though. Besides pretty comprehensive listings for venues that include locations, opening hours, contact details and menus ? the usual kind of stuff ? it also provides curated lists picked out by the Zagat team such as "bars where you can escape the heat in NYC."

The design is pretty typically Google; bright, full of images and it follows their usual card based interface design. It's actually a pretty nice app to use, with the only real limitations the lack of cities supported. Outside of the U.S., it appears only London has any support, and even within the U.S. it's pretty limited. Hopefully that'll improve in the future, but I'll be keeping this close to hand when I visit New York City later this year. Grab it from the App Store now, it's totally free, and see what you think? BNP Paribas plans Germany expansion after earnings fall

PARIS (Reuters) - French bank BNP Paribas plans to expand in Germany, Europe's biggest economy, after cost cuts failed to stem sliding quarterly earnings in flagging markets like Italy.

The euro zone's biggest bank by market value will hire up to 500 staff and increase its annual revenue from German operations to 1.5 billion euros ($1.99 billion) from 1.1 billion.

Germany is the euro zone's biggest market and one of its most resilient economies, even though recent data has been mixed, with the private sector expanding and unemployment falling, but industrial data and exports weakening.

BNP will use its new online bank, "Hello Bank", to gather deposits from retail customers. Germany's retail banking market is dominated by Deutsche Postbank and Commerzbank , while a few foreign banks, including ING , have a limited presence.

It will also ramp up its existing corporate and investment banking services, such as cash management and bond issues.

The timing may prove right as top lender Deutsche Bank cuts back on risk and as other local banks restructure.

"BNP is really under-represented in Germany. There is potential for them in segments like small-to-medium-sized export businesses, particularly towards Asia, or in providing financial services to local savings banks," said Jean-Pierre Lambert, analyst at Keefe, Bruyette & Woods.

BNP derives more than half its annual revenue from its French, Italian and Belgian markets. But the euro zone's economic problems are pushing the bank to chase growth in Asia and the United States, as well as Germany, while stepping up cost savings.

Although cost cuts helped bring expenses down in the second quarter, they were not enough to avert a 4.7 percent drop in quarterly net profit to 1.76 billion euros ($2.33 billion) due to rising provisions for bad loans in Italy and weakness at its investment bank. BNP's revenue fell 1.8 percent to 9.92 billion euros.

Analysts had expected 1.51 billion euros in net profit and 9.84 billion in revenue.

BNP shares were up 1 percent at 48.32 euros by 0940 GMT.

BNP Chief Operating Officer Philippe Bordenave told Reuters Insider there were signs of improvement in Europe but that they would only fully become visible in the second half of 2013.

Commenting on the outlook for loan-loss provisions, he added: "We are relatively confident as far as France and Belgium are concerned ... in Italy, it may be somewhat more difficult."

Italy has been in recession since mid-2011 and its government does not see a return to growth before the fourth quarter of this year.

BNP is not seeking acquisitions and does not need to raise capital as its balance sheet is "rock solid", Bordenave said.

"DIFFICULT" MARKETS

BNP's performance follows a mixed bag of European bank results, with Britain's Barclays announcing a $9 billion cash call to meet tougher rules on risk and Deutsche Bank promising a slew of asset sales.

BNP is one of the best capitalized banks in Europe, with a core capital ratio of 10.4 percent and a core leverage ratio of 3.4 percent under tougher Basel III rules, above the minimum required and slightly above the average.

But its corporate and investment bank has been singled out as an area of underperformance by analysts. In the second quarter, that division's pretax profit fell almost 40 percent, hit by falling bond trading revenue and poor demand for corporate banking in Europe.

By contrast, UBS' investment bank swung to a pretax profit from a pretax loss in the quarter, with operating profit at the division up almost a third. Deutsche Bank saw a 58 percent rise in pretax profit at its trading and corporate banking unit.

BNP shares are up about 12 percent this year, giving the bank a market capitalization of 59.4 billion euros. It has underperformed rivals that have undergone more radical restructuring such as France's Natixis and Credit Agricole , and Switzerland's UBS .

NASA Astronaut Says Spacesuit Water Leak Was 'Scary Situation' (Video)

The mysterious leak that cut a spacewalk short two weeks ago was apparently as frightening as it looked to those of us watching on NASA TV.

On July 16, NASA astronaut Chris Cassidy and his European colleague Luca Parmitano hustled back inside the International Space Station after?water began filling Parmitano's helmet, making it hard for the Italian astronaut to hear and see. The malfunction forced the astronauts to abort a planned 6.5-hour excursion after just 92 minutes.

Both spacewalkers kept their cool, and everything turned out fine. But in a video describing the spacesuit water leak, Cassidy said the leak was a "scary situation" that could easily have been much worse.?

"The water ? if it had continued to leak much more, it would have been very serious," Cassidy said in the NASA video, which was released today (July 30).

In the video, Cassidy walked viewers through the basics of the leak, explaining that coolant water somehow got into Parmitano's ventilation system and was then blown into his spacesuit helmet.

Water droplets began building up behind a white piece of plastic at the back of Parmitano's helmet, Cassidy said. But they didn't stay trapped back there for long.

"Once the water got big enough that it went all the way around and started coming outside the edge of the white plastic piece, then it saturated his communication cap, and sort of capillary flow just brought the water all around his head," Cassidy explained, using Parmitano's helmet as a visual aid.

"He had water filled up in his ear cups, and it started to creep into his eyes and covered his nose," Cassidy added.

Exactly why this happened remains unclear; engineers are still working to determine the cause of the leak. NASA has also appointed an expert panel to investigate the issue and help make sure it doesn't happen again.

"The mishap investigation board will look more broadly at past operations and maintenance, quality assurance, aspects of flight control and other organizational factors," NASA officials wrote last week upon announcing the board, which will begin its work on Friday (Aug. 2). "The board's responsibility is to make observations and recommendations that can be applied to improve the safety of all of NASA's human spaceflight activities."

Cassidy and Parmitano ventured outside the International Space Station on July 16 to perform a variety of repair and maintenance operations, and to help prepare the orbiting lab for the arrival of a new Russian module later this year.

No spacewalks have been scheduled yet to finish the work the pair started that day. But there's no rush, Cassidy said.

"The most important thing is that the suits are determined to be safe, so that whenever the next folks get outside everything works well for them," Cassidy said.

.- Archbishop Samuel J. Aquila has named CNA's Rome Bureau News Director, David Uebbing, to serve as his assistant as the chancellor to the Archdiocese of Denver.

?I'm really looking forward to working with Archbishop Aquila,? Uebbing told CNA July 29. ?I am blessed to be able to help him in his work to encourage people to meet Jesus, support marriages, defend life at all stages, and engage in the New Evangelization in the archdiocese.?

As chancellor to the Denver Archdiocese, Uebbing will serve as a special assistant and senior counselor to the Archbishop.

In his over five years working as CNA's managing editor, Uebbing substantially increased readership, recruited new staff and helped launch the EWTN News website.

?Dave has been absolutely foundational to the agency's success over the years,? said CNA's current managing editor Marianne Medlin.

?He will be deeply missed by our team, but we are thrilled for him as he brings his great talents to this new opportunity to serve the Church.?

In January, Uebbing and his wife, Jennifer, moved to Italy where with their two toddlers, Joseph and John Paul, he served as CNA's Rome bureau editor during what has been arguably one of the most historic times in recent Church history.

?The only way that I can explain that my family was here for the first papal resignation in 600 years and then the election of the Church's first Latin American Pope is to say, God did it all,? he said.

?We moved to Rome because we heard God calling us here, and he blessed us with an unforgettable experience of life at the heart of the Church and in the city of Rome.

Uebbing said his time with CNA, especially his work in Rome, has prepared him to take on this new role by familiarizing him with ?issues that the Church is facing both at the local and international level.?

?The fact that the agency covers the contributions of bishops around the world to the intellectual, charitable, spiritual and social aspects of society is one way I've gained that familiarity,? he said.

He added that ?seeing how the Church functions within the Vatican "is something that can?t be learned in a book,? but rather, ?has to be experienced.?

Uebbing will begin serving the archdiocese on Aug. 19, taking the place of former chancellor, J.D. Flynn, who recently accepted a position as communications director for the Diocese of Lincoln, Neb.

The South Bend, Ind. native holds a master?s degree in theology from the Augustine Institute in Denver and a Bachelor?s in theology from Franciscan University of Steubenville in Ohio.

I Just Got Called Out At A Wedding For Being Single | xoJane

I am chronically single.

?

Actually, I take that back. That makes it sound like a disease. I?m perpetually single? No, that?s not any better.

?

Whatever. I?m single and I don?t care who knows it.

?

The thing is? I?ve never been very good at being in a relationship. My life seems to work much better for me when I?m single. If you have to do something right, you better do it yourself, right? That?s how I live my life. I take care of it myself. I choose not to rely on a boyfriend to get me through the tough stuff. Nothing remarkably good in my life happened when I was in a relationship. Everything good has happened when I?ve been single.

?

And I?m okay with that. In fact, I?m pretty happy most of the time.

Don?t get me wrong ?- I like dating. I wouldn?t mind if I met the right guy or a good guy or a fun guy. I?d enjoy that. I?d appreciate that. But my life is not defined by who I am or am not dating. That?s solely on me. I am me. I am not the sum of my relationships.

It all gets a little wibbly-wobbly when you throw your friends into the mix. I can count on one hand the number of close friends I have who are single. Most of my friends are happily married, happily engaged to be married, or happily in a committed relationship without formal documentation. Included in this group are those women who jump right into a new relationship as soon as the last one ends. Essentially, they?re the polar opposite of me. Instead of perpetually single, they?re perpetually coupled. And just as I don?t understand them, they don?t understand me.

?

However, some of my friends lack the tact that I have found necessary at times. They don?t understand that it?s OK to be single. They think there?s something wrong with me, or that I?m somehow failing because I?m not in a relationship. They assume that my life is unfulfilled because I?m not sharing it with a partner.

I was at a wedding last weekend. One of my best friends from college -? one of the last of my friends I was able to go out with as a pair of single ladies -? was finally tying the knot. I was thrilled for her. Her fianc? ?- now husband -? is a great guy who promises be everything you want a husband to be.

?

She knew what it was like to be single. She understood that sometimes it stings when you don?t get a ?plus one? on a wedding invitation. A true friend, she let me bring a guest to her wedding. So I brought another close friend (who happens to be married). It was a small wedding, so I was especially grateful for the plus one.

?

At the reception, my friend and I were seated at a table with the two other college friends of the bride. They were both there with their spouses. I was with my married friend. And also at our table was a childhood friend of the bride ?- who also happened to be married.

?

When you?re at a wedding, it?s kind of normal to talk about things like weddings. It makes a certain amount of sense. At one point, when we were all eating our salmon with hollandaise or chicken with pesto sauce, everyone at my table was telling stories of their weddings. Then one of my college friends pointed out, ?Hey! We?re all married, except you!? She pointed at me, as if I didn?t know to whom she was referring. ?Get on that!?

Really? Get ON that? Get on what, exactly? Am I doing something wrong? Am I supposed to hide during weddings, so as not to upset the newlyweds by reminding them of the single life that they left behind? Or maybe I?m supposed to get on the whole marriage thing? Right. Yeah. I had been meaning to get around to that. Let me just call up this guy I went out with a few times last year. I?m sure he?ll be happy to hear the news that I want to get married now.

?

I don?t care if we?ve been friends for 15 years. You don?t get to call me out for being the only single person at this wedding. You don?t get to make me feel like shit for not being able to hold on to a boyfriend for more than two months. You don?t get to remind me that it?s been almost five years since I last spent the night with a man. You don?t get to control my emotions. You don?t get to make me feel guilty for bringing a friend to a wedding because I couldn?t be bothered to find an actual date.

?

Sometimes it really sucks being single.

?

The worst of it is that I?m trying not to be all ?poor me? about the whole thing, but in the end that?s all I?m doing. It was my friend?s wedding, and now I?m selfish enough to make it all about me? That?s not right.

?

I am truly, genuinely happy for my friend who got married last weekend. I?m happy for my other friends who have already found their better halves.

?

Maybe if you?ll accept me, you can be happy for me and my singlehood.

Microsoft expands African white spaces Internet project to South Africa

Microsoft launched its 4Afrika Initiative earlier this year in an effort to bring Internet access to low-income residents of Africa. So far, the company has launched pilot projects in Kenya and more recently in Tanzania. This week, Microsoft announced yet another portion of this project that's being aimed at the residents of the Limpopo province of South Africa.

Microsoft's press release states that the University of Limpopo will be the center of the pilot project, which will help provide five local schools with wireless Internet access. Solar powered base stations using the TV white spaces method will be installed at those schools.

Microsoft added:

The project will also provide each of the five schools with Windows-based tablets, projectors, teacher laptops and training, education-related content, solar panels for device charging where there is no access to electricity, and other support.

The aim of the pilot project will be to show that using the TV white spaces method for Internet access can be used to achieve the goal of the South African government to bring Internet access to all of the country's residents by the year 2020. "White spaces" are parts of the television spectrum that are no longer being used by TV stations but can be modified to send data at high speeds over long distances.

Pakistani lawmakers vote for new president

ISLAMABAD (AP) ? Pakistani lawmakers began voting for the country's new president Tuesday in an election that has been marred by controversy over procedure and concern about overreach by the country's powerful judiciary, although there is widespread agreement that the ruling party's candidate will likely win.

The vote followed a late night attack by dozens of Taliban militants on a prison in northwest Pakistan, illustrating one of the major challenges the new president will face. The militants freed more than 250 prisoners, including 25 "dangerous terrorists," officials said.

The expected victor in the election is Mamnoon Hussain, a textile businessman who has been a longtime member of the ruling Pakistan Muslim League-N party and briefly served as the governor of southern Sindh province in 1999.

Pakistan's largely ceremonial president is not elected by popular vote, but by lawmakers in the Senate, National Assembly and the assemblies of the four provinces. The PML-N has a very strong position because it won majorities in the National Assembly and the assembly of Pakistan's most populous province, Punjab, in June, all but assuring that Hussain will win the vote.

Local TV channels showed lawmakers from the various assemblies voting on Tuesday morning. The election should be completed sometime in the afternoon.

"The election is more or less a settled issue," said Pakistani political analyst Hasan Askari Rizvi. "There is no excitement in it because it has become a one-sided affair, and the powers of the president are very limited and nominal."

Prime Minister Nawaz Sharif will remain the most powerful figure in the civilian government in Pakistan, a key ally for the United States in battling Islamic militants and negotiating an end to the war in neighboring Afghanistan.

Controversy broke out last week when the Supreme Court agreed to a request by the PML-N to move forward the election ? originally scheduled for August 6 ? because some lawmakers wanted to travel to Saudi Arabia for pilgrimage during the end of the Islamic holy month of Ramadan.

The country's former ruling party, the Pakistan People's Party, which has the second highest number of seats in the National Assembly, announced that it would boycott the presidential election in response to the court's ruling. The PPP complained that the judges ruled without hearing from the opposition, and the new election date didn't give the party enough time to campaign.

The court's decision sparked criticism from outside the party as well from critics who have long warned about the Supreme Court's tendency to overreach. They argued that the decision about the election date should have been left to the country's election commission, which originally scheduled the vote for August 6.

The party's decision to boycott could affect the perceived legitimacy of the election, although Hussain was still expected to win even if the PPP fielded a candidate. The only other person running in the election is Wajihuddin Ahmed, a retired Sindh High Court judge nominated by the Pakistan Tehreek-e-Insaf party, led by former cricket star Imran Khan.

Hussain was born to an Urdu-speaking industrialist family in 1940 in the Indian city of Agra. His family settled in Karachi, the capital of Sindh province, after Pakistan was carved out of British India in 1947, and set up a textile business there. He earned a Masters in Business Administration from the Institute of Business Administration in Karachi in 1965 and joined the family business before graduation.

Hussain served as governor of Sindh for about four months in 1999, but otherwise has not been a prominent figure in national politics.

"Prime Minister Nawaz Sharif likes to bring in political nonentities so he is the center of power and in the limelight," said Rizvi, the analyst. "So I don't think this new president will be attracting much attention or creating much excitement."

If elected, Hussain will replace the current president, Asif Ali Zardari, whose five-year term ends on Sept. 8. Zardari rose to power after his wife, former Prime Minister Benazir Bhutto, was killed in a gun and bomb attack in Dec. 2007. He was elected president in 2008 after the PPP swept to victory in elections, riding a wave of sympathy after Bhutto's assassination.

Zardari has been a contentious figure as president and has often battled with both the powerful army and the Supreme Court.

His biggest accomplishment is widely seen as guiding Pakistan's first civilian government to finish its full five-year term and transfer power in democratic elections in a country plagued by military coups. He did this by building and maintaining the coalitions needed to keep power. He also agreed to a constitutional amendment that transferred many of the president's powers to the prime minister, leaving his position as largely ceremonial.

But Zardari's government is widely perceived to have done little to address the major problems facing the country, especially the pervasive electricity shortages that crippled Pakistan's economy and left some people without power for up to 20 hours per day.

"Zardari's government had absolutely poor performance as far as governance was concerned, and there was a serious reputation problem because of corruption allegations," said Rizvi. "Zardari will be remembered as a quite a controversial president, but a major survivor."

The army launched major operations against the Pakistani Taliban during Zardari's tenure, but the group has proven resilient and continues to stage frequent attacks against security personnel and civilians.

The attack on the prison late Monday night occurred in the town of Dera Ismail Khan, which is located near Pakistan's semiautonomous tribal region, the main sanctuary for Taliban and al-Qaida militants in the country.

GM India may recall Sail Sedan, U-VA diesel variants too

NEW DELHI: General Motors is looking to recall two more models - diesel variants of Sail sedan and Sail UV-A hatchback - to fix emission and quality issues, even as the US carmaker is grappling with the fallout from its recall of more than a lakh Tavera multi-utility vehicles.

"We have not arrived at any decision yet to recall the Sail, but are looking at all options," P Balendran, vice president corporate affairs at GM India, said.

The two Sail models have been facing some technical and quality issues, which made the carmaker stop their production from June 5.

Company officials said it has identified solution for the problem and targets to restart Sail diesel production within two weeks.

A senior official said the Sail recall is based on engineering issues and could be made by this week. However, the same person said there has been no customer complaint on the cars.

The recall, if it happens, will closely follow the recall of 1.14 lakh Tavera MPV last week after the company unveiled manipulations to clear emission tests. The government has instituted a probe into the matter while GM has dismissed 25 employees including CFO Anil Mehrotra, director (interior) Sheila Sarver and GM India Engineering vice-president Lavern Sula.

A Sail recall will be much smaller in scale as the diesel variant of Sail hatchback was launched in November last, while the notchback hit the road in February this year. Their sales have been about 2,000 to 3,000 units a month.

General Motors, meanwhile, has started work on the Tavera recall with its dealers working with the customers to change the catalytic converter in all the vehicles. Besides, in some vehicles the fuel pipe would also be changed.

"We have identified the problem and the dealers have been informed on the issue to change the required spare part. The entire exercise would take around 35-45 minutes at the service station and would be performed free of charge," Balendran said.

The Sail sedan and the notchback have been developed with General Motors' Chinese partner SAIC, which currently has a 9% stake in GM India.

General Motors India is probing the role of some of its Indian staffers drawn from critical areas such as engineering, quality, compliance and production in the quality issues.

Nigeria Islamists kill 20 civilians in north: military

AFP - Suspected members of Nigeria's Islamist group Boko Haram shot dead more than 20 civilians when a vigilante group attacked them in the northern Borno state, a military spokesman said Sunday.

"The suspected sect members came armed and fired sporadic shots that killed over twenty innocent civilians," Haruna Mohammed Sani, spokesman for the Multinational Joint Task Force (MNJTF) said.

The violence took place on Saturday in Dawashe village, the army lieutenant said in a statement.

He said men from the Civilian Joint Task Force, a vigilante group formed in Boko Haram's bastion Maiduguri to combat the Islamist gunmen who have been terrorising the region for years, entered Dawashe to search for suspects.

Suspected Boko Haram members subsequently opened fire in the village, the spokesman said, adding that the 20 victims were mostly fishermen and traders.

Sani said a dozen other civilians sustained gunshot wounds during the incident but provided no information on casualties among the belligerents.

The toll and circumstances of the incident could not immediately be verified independently.

The MNJTF, a joint military force set up in 1998 to combat border crimes, consists of troops from Nigeria, Chad and Niger.

Its mandate was recently expanded to fight Boko Haram, whose insurgency is estimated to have cost 3,600 lives since 2009, including killings by security forces.

New investments in India's mfg sector virtually on hold:Survey

New investments in the country's manufacturing sector are virtually on hold, with half of the companies indicating that they have no plans for major investments in the fiscal year 2013-14, says a survey.

According to a survey jointly conducted by PwC and Ficci titled ? "India Manufacturing Barometer", sluggish economic growth and deceleration in production have made manufacturing companies tread cautiously.
"In an environment of sluggish economic growth, it is not surprising that the mood exhibited by companies is cautious," PwC India Leader Industrial Products Bimal Tanna said.
The manufacturing sector, however, is using this period to realign the business models and prepare for the future, he added.
The survey said that companies appear confident about their own prospects for growth and expect profit margins to improve over the next 12 months.
Companies believe that the market may have bottomed out and more than 50 per cent largely expect their own revenues to grow at higher than 10 per cent over the next year and profit margins to inch up.
Of the companies surveyed by the survey, 73 per cent believe that customer requirements and expectations have changed due to the global economic environment as well as the domestic slowdown.
Around 42 per cent are planning service additions to their products in order to respond to frequently shifting and disparate customer preferences, while, 76 per cent surveyed companies stated that they are resorting to cost efficiencies to meet customer requirements.
The survey finds that the major growth barriers expected are higher interest rates, lack of domestic demand and other concerns like pressure for increased wages, legislative or regulatory pressures, decreasing profitability and increased competition from foreign markets.
As slow demand has resulted in lower sales, finished inventories have gone up for 43 per cent of companies surveyed. Also, the gross margins of half of the respondents have declined over the last six months.
The India Manufacturing Barometer has covered senior executives from a sample of manufacturing industry sectors which are auto ancillary, building and construction materials, capital goods, chemicals, engineering and metals.?

parliamentOn 25th July for 2.5 hours the House of Lords debated, in 20,000 words, how atheists and humanists had made contributions to British society.?Of the 19 Lords who spoke, several made speeches ?challenging religious faith? ? the Atheism UK strapline.

Despair of the possibility of a morality which is other than mere whim is dangerous because we may be forced into a false dichotomy: either a morality based on dogmatic transcendentalism, which can authoritatively dictate on what is right and what is wrong, or no morality at all, said Baroness Warnock.

This happens because religion is similar to political ideology. If you lay down a set of assumptions, statements and beliefs that have to be accepted in order to become a member, you inevitably invite conflict and division.

You needed social control because, in order to survive, you needed to co-operate. Co-operation needs social control, so you build on it.?If you then make the mistake of making all these assumptions about things that you have to accept, nobody should be surprised if divisions rapidly occur.

The great advance, said Lord Soley, brought by the Civil War to this country and the rest of the world was that it threw out the idea that the King was the representative of God on Earth. You no longer had the idea that you could not challenge your leader. In Iran at the moment, the Ayatollahs play that exact role. It will fail for similar reasons: ultimately, there will be a dispute about the correct interpretation. We get around that by having elections to throw out the person who thinks they have the right interpretation. If you are using a religious or God-based structure, you cannot do that. You have to rely on other things.??

At 3.59pm Lord Warner said?that Governments and parliamentarians should be more cautious about listening to religious interests when changing public policy about abortion, assisted dying, embryo research, faith schools, employment law, discrimination and gay marriage.?Organised religions should be treated like any other pressure group. Their views should be listened to but given no more weight than any other set of interests.

Lord ?Warner said how can a sovereign be crowned as a defender of the faith, if only a minority of the citizens hold that faith and the majority have no faith at all?

At 4.08 pm?Baroness Royall of Blaisdon?said she did not respect intolerance and utterly condemned oppression and certain practices carried out in the name of religion.

She recognised the invaluable role that churches and religions play in bringing people together and providing support, especially for the vulnerable. However, that coming together must not result in intolerant tribalism.

Germany rules out 2nd debt cut for Greece

BERLIN (AP) ? Germany's finance minister has categorically rejected a second writedown of Greek debt.

Wolfgang Schaeuble told weekly Bild am Sonntag in an interview that Greece would continue to receive support beyond 2014 if needed and provided the country meets the demands of international creditors.

Schaeuble was quoted as saying "it's certain, however, that there will be no second debt writedown for Athens."

Extracts of the interview, to be published Sunday, were released by the paper Saturday and confirmed by the Finance Ministry.

With Germany's general election two months away, Chancellor Angela Merkel's conservative government has been at pains to appear firm on Greece's international bailout, which is unpopular with many Germans.

Last year Greece's debt was restructured with private-sector bondholders.

Spartanburg football coach becomes a part-time county magistrate

A well-known Spartanburg football coach is taking on a new role as a part-time county magistrate.

Spartanburg County Legislative Delegation senators appointed Freddie Brown, best known for coaching at Woodruff and Spartanburg high schools, to replace retired magistrate James Talley last month.

Spartanburg delegation senators also appointed contractor Ben Johnson and retired S.C. Highway Patrol trooper John Joseph Kesler to new part-time magistrate positions.

Brown is in a two-week magisterial training session and said he was not yet permitted by court rules to speak to the media. Brown is listed on the Byrnes High School website as the running backs coach.

Sen. Glenn Reese, D-Boiling Springs, said Spartanburg senators fielded about six finalists to fill the position, which came open after Talley turned 72. State law requires magistrates to retire in the same year that they turn 72.

Reese said Brown approached local lawmakers about the position and the six finalists took two tests before Spartanburg delegation senators decided on Brown.

"They were all outstanding candidates, but out of all, Freddie was the one person that we agreed would be best suited for the position," Reese said. "He has a great personality, he's people-oriented and we thought Coach Brown was the best fit."

Brown will work during the weekends, some holidays and filling in when other magistrates are absent, Reese said. He will work from the Spartanburg County Detention Center.

Sen. Lee Bright, R-Spartanburg, said he agreed with Brown's appointment, but called the magisterial appointment process "flawed."

"I'm not a big fan of the process," Bright said. "I'd rather see the governor make the appointments."

Bright said people apply for magistrate positions frequently, although they rarely come available. When a position is open, Bright said senators ask for those who have expressed interest to apply and then take a personnel and critical thinking test.

All candidates must have a four-year college degree and must pass a criminal background check.

Bright said he has previously introduced two bills to change the magistrate appointment process, one which would give appointment power to the governor and the other to circuit court judges, but the system is likely to remain unchanged since senators don't want to give up power. Both of those bills failed, Bright said.

"The problem is the House of Representatives appoint circuit court judges since there are 124 of them," Bright said. "There are just 46 senators, so our power is diluted."

The part-time magistrates are scheduled to work 16 hours per week (32 hours per pay period), for $32,756 annually with an hourly rate of $39.37, according to Spartanburg County records.

Michael Chiesa gets first loss by tapping just before the round ended at UFC on Fox 8

Going into his fight with Jorge Masvidal at UFC on Fox 8, "The Ultimate Fighter" winner Michael Chiesa was undefeated. Now, he has a loss on his record that he probably will think about for the rest of his career. Masvidal won with a D'arce choke at 4:59 in the second round.

Fighting in his home state of Washington, Chiesa started the fight well. In the first round, Chiesa knocked Masvidal to the ground, and looked close to finishing the fight first with strikes, and then with a choke. Masvidal recovered, returned to his feet, and managed a few shots of his own.

Later in the second round, Masvidal rolled Chiesa into a D'Arce position just before the clapper that announces 10 seconds left in the round sounded. Masvidal squeezed, and Chiesa tapped right before the horn sounded to end the second round. The fight was stopped, and Masvidal earned the win at 4:59 in the second round.

Chiesa stormed out of the cage as Masvidal celebrated his win. There was bad blood between the two before the fight as Masvidal complained about Chiesa's beard and Chiesa said he wasn't happy with Masvidal's smack talk. Between the bad blood, and Chiesa tapping with barely any time on the clock, he will want that fight back.

China Biotech In Review: Despite Its China Problems, GlaxoSmithKline Moving Forward With Vaccine Collaboration Plan

Zhejiang Hisun Pharma (SHA: 600267) will raise up to 936 million RMB ($152.6 million) in a convertible bond offering. The company will use the money to build a manufacturing facility that will make finished drugs, in both solid form and injections. Hisun said the construction will move it further away from its traditional focus on APIs to become a pharmaceutical company with a broad range of offerings.

JenaValve Technology, a German company that has developed a transcatheter aortic valve implantation (TAVI) system to replace sclerotic aortic valves, raised $62.5 million in a Series C venture round. Part of the money will be allocated for China approval of the device. Legend Capital, the Beijing-based VC/PE firm, participated in the round.

Despite its well-publicized problems in China, GlaxoSmithKline (NYSE: GSK) is actively moving forward with a plan to form a vaccine collaboration with a China company (see story). The company revealed it is talking to several China vaccine makers, with the goal of forming an R&D/marketing partnership. Christophe Weber, head of GSK's vaccine division, said the conversations have not been affected by the on-going bribery scandal.

Zhejiang Hisun Pharma and Celsion (NSDQ: CLSN) of the US signed a new MOU that expands their collaboration on ThermoDox?, a heat-activated liposomal encapsulation of doxorubicin for primary liver cancer (see story). In June 2012, Celsion and Hisun signed a long-term commercial supply agreement for the production of ThermoDox. The new MOU calls for the two companies to conduct clinical trials of ThemoDox in China, develop new liposomal formulations, and transfer to Hisun the technology allowing commercial manufacture of ThermoDox.

Lumenis Ltd. struck a deal to distribute Visionix's ophthalmic and optometric diagnostics product line in China. Visionix's wavefront technology measures the way light passes through the eye, giving a precise diagnosis for corrective lenses or laser correction surgery. Lumenis is the world's largest medical laser company for ophthalmic, aesthetic and surgical applications. Both companies are headquartered in Israel.

BGI Shenzhen, the world's largest genomic institute, working with the Reproductive & Genetic Hospital CITIC-XIANGYA, has used Next Generation Sequencing (NGS) to analyze in vitro fertilized (IVF) embryos and detect any genetic abnormalities. After sequencing, only the best embryos of the cohort are implanted, thereby increasing pregnancy rates and reducing genetically caused abnormalities. BGI says that, by improving genetic screening, preimplantation sequencing advances the practice of human assisted reproduction.

As the result of its ongoing scandal in China, GlaxoSmithKline replaced its General Manager for China, Mark Reilly, with Herve Gisserot, who had been GSK's vice president for Europe. Mr. Reilly left China in late June when authorities raided GSK's offices. The trip was described as a routine visit to headquarters, but GSK officials refused to answer whether Mr. Reilly would be subject to arrest if he returned to China. GSK said there are "no allegations of wrongdoing" against Reilly, who was not fired.

Two years ago, an internal audit of practices at GlaxoSmithKline's Shanghai R&D facility showed serious problems (see story). Researchers did not report a total of six test results of a multiple sclerosis drug. By the time the tests were discovered, the drug, ozanezumab, was already being tested in humans. When GSK officials looked at the data, they stopped testing the drug in patients with MS, though trials for Lou Gherig's disease were allowed to continue.

An explosive unbeaten 85 from David Miller and some hostile bowling by the fast bowlers helped South Africa to beat Sri Lanka by 56 runs in Pallekele on Friday and stay alive in the five-match series.

South Africa defended their moderate total of 223-7 by dismissing Sri Lanka for 167 in the 44th over, despite Thisara Perera hitting Robin Peterson for 35 runs off the 33rd over, the second most expensive in ODI history.

The left-hander hit five sixes and a four, with a wide off the second ball adding to the carnage.

Much of the damage had been done earlier however, with fast bowler Lonwabo Tsotsobe taking four for 22, well supported by Morne Morkel who went wicketless but put the Sri Lankan batsman under pressure.

The visitors struggled for much of their innings but were given much needed impetus by Miller whose unbeaten 85 off 72 balls included five sixes and four fours.

He paced his innings until the 47th over when, along with Ryan McLaren scored 38 off the final two overs, with their unbroken eighth wicket partnership putting on 69 runs.

South Africa, who had lost the first two one dayers, had earlier been pegged down by spinner Ajantha Mendis who finished with three for 35.

Their bowlers took advantage of a pitch that had pace and bounce, with Morkel unlucky not to be among the wickets following some unplayable deliveries.

Tsotsobe, playing his first game of the series, reaped the rewards from the other end, getting rid of Tillakaratne Dilshan, Upul Tharanga and Kumar Sangakkara in his first spell before returning to claim the wicket of Sri Lanka captain Angelo Mathews.

The Sri Lankan innings was in tatters at 93 for seven, but Perera's cameo innings of 65 off 49 balls delayed the inevitable.

He was caught on the long-off boundary going for his sixth six, having also hit five fours, and along with Rangana Herath put on 72 for the eighth wicket.

The fourth match will be played at the same venue on Sunday, with the fifth and final match in Colombo.

(AP) ? Spanish judicial authorities say the driver in charge of a Spanish train that derailed at high speed, killing 78 people and injuring dozens more, will not be appearing before a judge on Saturday as had been hoped.

A justice department statement released early Saturday says the intention now is to wait until 52-year-old Francisco Jose Garzon Amo is able to appear in court, rather than having a judge come to his hospital bedside.

Garzon is under arrest in a hospital on suspicion of recklessness while driving the train.

A blood-soaked Garzon was photographed Wednesday being escorted away from the wreckage.

Judicial authorities had said Garzon would likely testify appear before a judge on Saturday.
